How to Participate
There are no stand-alone NJREMI application forms, but the following process applies. NJREMI is only applicable to solar projects installed in NJ.
1. Determining Eligibility
To be eligible for a NJREMI incentive, the solar project must be installed in New Jersey, and the site host contact must contribute to the societal benefit charge (SBC), a small payment made through the utility bill. Grid-supply projects are not eligible. Applicants must begin by applying to the SREC Registration Program (SRP). Applicants who already received an approval letter from the Renewable Energy Incentive Program (REIP) or registrants that have received an acceptance letter from the SRP program and the solar system is not yet complete are eligible to participate. The Solar Technical Worksheet includes a section for the NJREMI approved product.
In order to receive a NJREMI incentive, applicants must purchase and install solar panels, inverters, and/ or racking systems manufactured in New Jersey by a New Jersey Board of Public Utilities certified New Jersey manufacturer. A list of certified New Jersey manufacturers can be found in the Trade Ally Database under the Solar PV Manufacturer section. While multiple solar manufacturers can be found on the Trade Ally Database, certified New Jersey manufacturers are indicated and must be used to be eligible for this program.
2. Submit Initial Registration
All solar projects must submit an SRP registration packet and receive an acceptance letter. A complete list of requirements is defined in the SRP Registration Checklist. Indicate the NJREMI eligible products on the Solar Technical Worksheet in the System Production/Manufacturer Information section.
Accepted projects will receive an acceptance letter, but it will not indicate the NJREMI incentive.
Please note for 2011 funding, the acceptance letter must be received prior to December 31, 2011.
3. Reserving Funds
NJREMI incentive funds are not reserved on your behalf until you provide proof of purchase for equipment from a certified New Jersey manufacturer. If funding is available once you provide proof of purchase, your project will receive a "Processing Rebate" status after you receive the NJ Certification number for the project.
4. Submit Final As-Built Packet
Once the project receives an approval or acceptance letter, customers have 12 months to complete the installation and to submit the Final As-Built packet. A complete list of requirements is defined in the Final As-Built Checklist.
For a project to receive an NJREMI incentive:
The panels, inverter or racking system must be approved to participate in NJREMI prior to Interconnection (the official date the EDC authorized the system to be energized)
The Final As-Built packet must be submitted after the product was approved to participate in NJREMI incentive
The Final As-Built packet must include Proof of Purchase documentation:
- The project must have received an NJCEP REIP approval letter or SRP project acceptance letter prior to December 31, 2011.
- The project must submit a Final As-Built package demonstrating full compliance with the NJREMI requirements. The complete Final As-Built package must be received on or before the earlier date of:
- expiration date listed in the original project approval or acceptance letter or
- March 31, 2012
- The Final As-Built package must include the following in order to be eligible for the NJREMI incentive:
- If Installer or customer purchased NJREMI product directly from manufacturer:
- Proof of equipment receipt or paid invoice from manufacturer. This invoice must include details about the product sold for that site, site host contact, installation address, kW installed, and date of purchase (Note: Date of Purchase cannot be before the racking, panel, or inverter was approved to participate in the NJREMI Program)
- If installer or customer purchased the NJREMI product from the distributor:
- The invoice from MX solar to the distributor showing that the panels were purchased ( this is fine to be a large bulk purchase)
- Proof of equipment receipt or paid invoice from the distributor to the installer. This invoice must include details about the product sold for that site, site host contact, installation address, kW installed, and date of purchase (Note: Date of Purchase cannot be before the racking, panel, or inverter was approved to participate in the NJREMI Program)
- If Installer or customer purchased NJREMI product directly from manufacturer:
REIP Application Form - if project was approved in SRP to inform Market Manager of incentive recipient
NJ Tax Clearance Certificate – only needed if the system owner is a farm or a commercial or non-profit entity
5. Rebate Incentive Payment
You should expect to receive your NJREMI incentive 60-90 days following the receipt of the letter that contains the NJ certification number. NJREMI incentives are distributed separately from REIP incentive payments and are dependent upon funding availability.
